Subject: A question on keying (transmitter)

Can anyone recommend a small battery powered radio that will work well
in a cluttered urban environment (around long apartment corridors in
concrete buildings, etc) and is easy to modify for ``keyed''
transmission (to be received by me or another toy in the same or a
nearby building)? I need instantaneous (e.g. within, say, 1
millisecond of ``switch closure'') keying.
I am looking for any general suggestions, as well as the name of
a specific vendor where I could order a radio for under $300 that
could easily be keyed. I notice that Radio Shack sells a 440 MHz
radio for $299, but I am uncertain as to whether or not it is easy
to key this transmitter (e.g. by interrupting power to one of the IF
stages while keeping the power only to the RF amp and the frequency
synthesizer). Even so, perhaps a crystal controlled radio would use
less battery power in standby than a frequency synthesizer radio?
I have tried experiments confirming my toy car with CB radio, but
the CB frequencies are not very optimal for use in typical indoor
environments where I run the toy, and I lose the confirmation signal
if I am upstairs on the third floor and drive into the basement.
Even the cheap business radios (Radio Shack, $119) can do that range!
In any case, I am interested in hearing from anyone who has successfully
modified a small radio for keyed operation, or knows of one that already
comes with keying capability.

I am a former Ham (WA2WSQ) and am currently studying for the no-code
tech license (as a starting point). I was active in 2 meters (about
15 years ago) and I found my old rig, a Drake TR-22C (you remember,
the one with the fly? :-). Lo and behold it still receives! (I
_really_ haven't tried to kerchunk a repeater sans-license, believe
it or not).
The crystals in it are as follows:

Could some kind sole give me call-signs and locations of these repeaters
(if they are still there)? I'm trying to set up a simple (translation:
cheap) antenna. I've have heard some of the stronger repeaters but
I find I remember almost no code :-( and can't copy the IDs.
Once I get a license I'll buy a new HT and save the TR-22C for my
8 year old who is studying with me. What is the state of 2m in
NYC today? Should I get a dual band HT?
What about clubs with repeaters? Can anyone recommend any?
I guess this is getting pretty long, thanks in advance for your help.
